Boost Info Needed

Hi I have a N/A r33 and im about to convert it to rb25det tomorrow and ive been told my turbo runs 25psi max, but the thing is i only want to run 7psi through my engine... ive heard by turning my boost control

all the way down wont be enough to get it down to 7psi does anyone any tricks i could do to get my turbo to run only 7psi...
