Young drivers

The Queensland Government will introduce a new graduated licensing system from 1 July 2007 using a range of innovative and proven measures to reduce the young driver road toll.

Too many young people are dying on Queensland roads, with 17-24 year olds one of the most at-risk groups. In 2005 just 13 per cent of our drivers were young people, and yet 32 per cent of our road toll --- 106 fatalities --- came as a result of young driver crashes.

This has resulted in widespread licensing changes for learner and provisional licence holders to be rolled out from mid 2007 to 2009.

Key changes will include:

1.lowering the minimum learner age to 16 and extending the licence period to 12 months

2.gaining 100 hours of certified supervised on-road driving experience for learners under 25s

3.restricting all mobile phone use, including hands-free, blue-tooth accessories, and loud-speaker functions, for learner and P1 provisional licence holders under 25

4.restricting mobile loud-speaker functions for supervisors and passengers of learner and P1 provisional licence holders under 25 while under instruction

5.motorbike learners will be required to hold a car provisional licence for 12 months prior to gaining a motorbike learner licence

6.introduction of a two-phased P1 and P2 provisional licence system

compulsory L plates (a black L on a yellow background) and P plates (a red plate for P1 and green plate for P2)

7.peer passenger restrictions (only carrying one passenger aged under 21) from 11pm to 5am for P1 under 25

8.high-powered vehicle restrictions for provisional drivers under 25

after 12 months on P1, licence holders must pass a hazard perception test to progress to P2

9.late night driving and other restrictions for disqualified and suspended young drivers

I am in full support of these power restrictions, as Mud stated "its about time." High powered vehicles many years ago were not really affordable to young drivers. But now with cars like skylines being cheap it has unleashed a dangerous weapon upon the streets.

Not having a go at young drivers but to be honest, if i had my skyline at 18, I would be most likely not be here today. An element of maturity needs to be exercised with these vehicles and sorry young drivers you are not mature enough for the responsibility.

I too know if I had my skyline at 18 I most likey would be here either. The first car you get you always do somthing sutpid in, it is a way of learning, when you are more experianced you get somthing a bit quicker and if things get out of hand you are more likley to get things back under control.

The road toll is manageable as is currently. There is always those that reckon "every life can be saved" but that is absolute rubbish. People will always die on the roads, no matter what extreme steps are taken.

I drove my 4cyl shitbox at 180km/hr when I was 18 just to see if I could. Therefore that must have been safer because I wasn't driving a "high performance car" :( . It doesn't matter whether you drive a skyline or not, you do stupid things.

Where are the "tough new restrictions on drugs" or "multi-million dollar budget towards mental health" ?? There aren't any, yet these things kill many many multiples times more young people each year than the roads ever will. The government needs to wake up to real issues in society effecting the lives of thousands of younger people, not bullshit knee-jerk reactions such as this.

What does everyone think about this regulation ??

And they have statistic how many these " young drivers "crashes was involved with "high powered "vehicles?

Probably VL commodore or Ford drivers.

As I can see these , youngsters more offten driving old bombs and for 6$ per hour from Mcdonald job they have no ability keep cars in good condition and I can see in workshop how many just ask for necessary service what they can pay for.

And is very poor law , that You can go for licence test without driving school experience.WTF is it??????????

As a learner driver- L plater even very experience driver seating next to him without dual control , what You can do? Nothing. These driver are very danger for others road users .

Most countries in civilised world have strict rules .You must attend driving school program in 6 months/lot of Eroupe ,Japan ,etc etc / some of them has only by government running driving school , and in most cases You must be 18 !!!!!!! to aplied .When they are already start to be mature .

So where is Australia?????????????? 20 years back.

Restriction doesnt fix anything , is my opinion as 22 years proffesional driver with more like 2 000 000 kms .

Freeway in Germany is unlimited speed , very offten cars traveling over 240 km per hour / my limit 278 /and not too many accidents.Ussualy is wather releted - fog or ice on road what cause accidents.But if accident than too many cars involved.

My opinion No.1 = intensive 6 months or driving course as I did .

Starts in class with all road rules , in garage technical knowledge , then You start on half cut : trenazer we call it : that is a half of car in class room with big screen over Your windscreen with all function , engine noise etc Grafics are like real driving on streets .So You seat in real car with all functions /filings of real car drive ,if You passed than You drive car on , like skyde pan , like soccer field size with traffic lights , intersections etc , with radio in and instructor in tower who is looking on You and instracted You what to do.So You are by self in car and You have few cars around .

If You passed then You drive in traffic with instractor next to You. go twice a week for few hours .Affordable for everyone as it was only government running school and government pay some part of payment.So they did not only talking/australian governmnet/ but they did something for it.

You MUST BE 18 TO START IT and You finish with open licence if You passed main exam with traffic policmen/examiner next to You.

Motorbikes from 15 of age only 50cc and , 17 of age 250cc ,after 18 or with one year experience with 250cc bike You can get licence for bigger engine bikes.

No.2 And get theese kids better pay that they can afforded regulary serviced cars.

No.3 road conditions.I understand that is too many kms of roads here , but Freeway on goldcoast is 110 kmhspeed limit and lots of roads in country side 100 speed limit bit they are kept in conditions where even 80kmh is hazard already.And I think is the places where , 32% of accident casaulties are 17-24 of age.

I am over 25 just, and I had a Non-Turbo sedan for many years leading up to now. I agree any car can get to high speeds and kill. But I am not just talking skylines but all high performance cars, the high performance car is usually purchased by young people purely because of their power, and they are not ready for it.

When i was 18 I only knew how to drive with me foot flat to the floor, and my VH trimatic commodore was just not powerfull enough to get me in any type of low speed trouble (drift etc). Now I could go back with my 220kw @wheels skyline and try the same type of thing, and it would only end up with a fatality.

This whole thing has nothing to do with primarily imports as such but all high performance cars!

My only question is HOW do they police such an issue. A 4cyl car nowadays can be high performance so where do they draw the line and how?

Hitting something at 160+ km/h is going to hurt just as much in a 100hp car as it would in a 1000hp car.

Godor and Marc I agree, its the speed and idiot dirvers that kill, not the car.

I used to do stupid shit in my 1st car too.

But high speed in a shit box like my 1st car would take a long country road and about 10 mins to get to top speed.

With a performance car all it takes is a back street and 20 seconds.

Therefore you are less likley to be reaching higher speeds in low performance cars, because backstreets and the such don't physically allow it.

On the contrast guys HOW MANY TIMES HAVE SKYLINES OR SIMILAR BEEN IN MAJOR CRASHES THAT MAKE THE NEWS AND THE BLAME IT ON HOONS? a large percentage of these are young drivers, look at the blue r34gtr in nsw? a few months ago. In our favour (enthusist's) skylines being labled as hoons by the police will decease over time and allow us to enjoy our rides with more confidence

They can go f**k themselves im not gonna follow these bullshit power restrictions just cause a bunch of bogans are idiots in there vl's and fords. And what would be considered a high powered vehicle. And what will happen when this law comes into action for people who already have high powered vehicles.

If this is the way qld transport will behave about high powered vehicles then i wont move states i will go to a different country, australians are taxed to much anyway lol.

I think this rule is bull sh!t.

Young people only made up the 13% of our road toll. What about the outher 87% you think that thay would be more concerned about the outher 87% as thay are the majority.

Its ok for all of you open drivers to say that its a good idear. But what happens to all us p platers that own a turbo car that we have put all our money and time in to just to be told that we can not drive them any more.

IF you do the hazard perception test and pass can you then drive a turboed vehicle.

you can hoon in any car if you are willing to do it.

i have trouble with kids driving commodore all the time, try to get me to rev my engine...shouldnt they be banned?

There are more commodore drives that crash in the v6 N/A enignes. I would love to see the stats that say what kind of cars thay were driveing when thay were killed.

I very really see import car on the news that have killed the driver and outher drivers.

    • You're making my point for me. 95 is not "premium". It is a "slightly higher octane" version of the basic 91 product. The premium product that they want people to buy (for all the venal corporate reasons of making more profit, and all the possibly specious reasons of it being a "better" fuel with nicer additive packages) is the 98 octane stuff. 95 is the classic middle child. No-one wants it. No-one cares about it. It is just there, occupying a space in the product hierarchy.
    • 98 and 95 have to meet the same national fuel standards beside the actual RON.  91 has lower standards (which are quite poor really), so 95 is certainly not 91 with some octane booster. It would be an easier argument to claim 98 is just 95 with some octane boosters. Also RON doesn't specify 'quality' in any sense, only the octane number.  Anything different retailers decide or not decide to add to their 95 or 98 is arbitrary and not defined by the RON figure.

    • 95 is just a scam outright. 98 is the real "premium" with all the best detergents and other additive packages, and at least historically, used to be more dense also. 95 is just 91 bargain basement shit with a little extra octane rating. Of course, there's 91 and there's 91 also. I always (back in the 90s early 2000s) refused to put fuel in from supermarket related fuel chains on the basis that it was nasty half arsed shit imported from Indonesia. Nowadays, I suspect that there is little difference between the nasty half-arsed shit brought in by the "bargain" chains and the nasty half-arsed shit brought in by the big brands, given that most of it is coming from the same SEAsian refineries. Anyway - if there's still anything to that logic, then it would apply to 95 also. 98 is only made in decent refineries and, as I said, is usually the "premium" fuel, both in terms of octane rating and "use this because it's good for your engine because it's got the unicorn jizz in it!".
