If you're just after the blue bits, you would be best off to strip off the paint and then use Brasso and a cotton rag to polish them back to new. You can't actually 'replace' the finish - it's just plastic.

At the same time, give the instrument cluster clear cover a polish too - you'd be surprised by how many scratches there are from years of dirty rags causing damage.

if the parts you want to spray are stock black plastic, you can strip them and take them to any painting place, they can prime the lot with plastic primer and paint it for $100 or $150 and it will look nice.

if you want to respray already painted parts, there might be some issues with the paint underneath causing the paint on top to bubble up or look shit.. i dont know i've never resprayed plastic surfaces before.

i'm not sure about prices too, but i've done quite a few pieces like that at work for mates with normal 2pack spraypaint and it looks great.. plus no cracks in the paint or anything when its put back in. the materials are around $50 for the paint/hardener and not much for the plastic primer, plus whatever labour costs. will cost a lot more if you get someone to pull the dash apart for you.
