That would be perfect... Vic Roads, courtesy of our current government's policies, encourages traffic congestion. It is good for the reducing road toll.

David Anderson (outgoing chief Executive of Vic Roads) was quoted as saying "We've used congestion to stop crashes. We've created congestion." (Herald Sun, Friday August 4, 2006. Page 7). Very interesting read.

yup, i read that too. They (vic roads) should be charged by the epa for causing unnecessary pollution through stop/start traffic conditions that wastes fuel & contributes to city air pollution....i'm serious :)
