Epa Notices Who Gives Them For Littering?

Hey guys,

Just got an EPA notice for a front male passenger throwing out a cigarette packet?? bit weird considering that at the alleged time and alleged place I had a female passenger (and not 1 that looks like a male!) heh and she knows better than to smoke in my car and did not throw any cigarette packets out the window. Firstly, who is it that gives these EPA notices out? Can any member of the public just dob in any number plate and allege that an offence was committed. Secondly, is it a sufficient argument that my passenger was not MALE therefore the alleged offence may also have been a mistake?

anyone can report it with forms too. My outdoor ed teacher in year 12 was a hippy, and printed out a shit load of the forms for us encouraging us to dob people in...

they're a4 forms, but he reduced them to get 2 on a page, and used recycled paper :P

From what my teacher told us, if we were going to send a complaint in, we needed a witness.

We also needed to be willing to go to court and testify that it was true etc if the person chose to dispute it...

How much was the fine?

you need to work out if you want to dispute it...is it worth disputing etc

I meant the person reporting it is supposed to have a witness to report it...someone that was with them at the time...

The forms we were given, had time, date, what road it was on, what direction etc...witness name and signature...

You have the right to contest it. It should say it somewhere on the fine....and tell you how to go about it.

Having 2 passengers with you will help as you have witnesses that can back your story up....and the fact that the person that reported it said it was a male passenger, can only work in your favor.

My g/f's brother got one of these for throwing a cigarette butt out of his window on Church St, Brighton of all places. He doesnt even smoke in his car. From what I know they can be contested but are extremely difficult to get out and he ended up paying. Can be good but open to a lot of misinterpretation by over zealous members of the public who dont like a car/person who "may" not be doing anything wrong.

The general public can also do it online once they register and get approved by the EPA and you don't need a witness to make a report.

You do need alot of details about the car, location, who was driving and what kind of litter (eg cig butt or rubbish etc).

They have 4 weeks to submit reports and it's considered a stat dec so they have to be willing to testify in court.

You know shopping centre carparks are also considered public roads so if you drop something outside the car you can get a fine too.

Cigarette butts are about $200 from memory.

Also trucks can be reported if something falls off the back of the truck (eg a nice bit of timber at 100k/hr, its happened to me before) or have an unsecured load etc.

Anyway I know all this caus some prick threw a can or something at my car at 100k/hr and it barely missed going in the window and hitting my passenger (f'ing prick)

Only an approved/acredited officer appointed by the EPA can report/fine an offence. Stacey is an approved person in her LGA (local government area) to report/fine such an offence and has no juristiction outside of her LGA boundaries. So id say it was a local government person who viewed the alleged offence.

But how can such a thing be proven? Especially if it is not true? I had 2 females in the car and the statement states a male passenger had thrown a cigarette packet out the window...there was no male passenger...

oh and I just looked at the EPA website and found the form that ANYONE can fill out if they see any litter being thrown from a car so you do not have to be a local government person...it can be completed by anyone

Yeah anybody can report anybody, every now and again they will run radio ads advertising the number to call to report these offences. Been tempted too call it myself on occasion when Im stuck behind some old shitter belching smoke all over the place. Also one time my dad got reported twice at 1 set of lights for throwing his cig butts out the window, me thinks he smokes far too much

i got done for the same thing, male driver in a red coupe (my honda) throwing a drink container out of the car.

this was complete rubbish , yes i was in the area but i had a cinema ticket at the time of the incident , so i couldnt have been there..also in my case they claimed it was 7pm , but as it wasnt daylight savings and heavy rain how can they report it from 200m away.

so with that in mind i went to court over it and after the first meeting sort of thing they told me my case is goign to be pushed back 9months and it started doing my head in as i was 18 at the time.

but unless they have photo or video evidence u will get done, but if its your word against there's it will just get kicked out out of court.

also the witness name is at the bottom of the slip they sent you, and if you go to court they must be present (good time to see there face and follow them home) in my case it was a council worker and when the case went to court for just the hearing he didnt turn up as he quite the council ...and when i rang the council they told me he went on a 2wk holiday, so they f**king shafted me bad...dirty liers

so instead of waiting 9 months for the 2nd hearing, i went to pay the $215, then i get told its $260 when i asked why they explain becuase i went to court and everyday the fine hasnt been paid up until the day of the case i have to pay a dollar per day...

my day of revenge will come bill s.....

Not hard to get out of at all.

Contest it.

It's their word against yours.

They send these out hoping that people will just pay them without question.

I just find it ridiculous and amusing at the same time as I am a non smoker who has undergone 2 major heart operations and accusing me or anyone in my car of throwing out a cigarette packet is ... of all things...weird...

    • A lot of what you said there are fair observations and part of why I made that list, to make some of these things (like no advantage between the GSeries and GSeries II at PR2.4 in a lot of cases) however I'm not fully convinced by other comments.  One thing to bare in mind is that compressor flow maps are talking about MASS flow, in terms of the compressor side you shouldn't end up running more or less airflow vs another compressor map for the same advertised flow if all external environmental conditions are equivalent if the compressor efficiency is lower as that advertised mass flow takes that into consideration.   Once the intercooler becomes involved the in-plenum air temperature shouldn't be that different, either... the main thing that is likely to affect the end power is the final exhaust manifold pressure - which *WILL* go up when you run out of compressor efficiency when you run off the map earlier on the original G-Series versus G-Series II as you need to keep the gate shut to achieve similar airflow.    Also, how do you figure response based off surge line?  I've seen people claim that as an absolute fact before but am pretty sure I've seen compressors with worse surge lines actually "stand up" faster (and ironically be more likely to surge), I'm not super convinced - it's really a thing we won't easily be able to determine until people start using them.     There are some things on the maps that actually make me wonder if there is a chance that they may respond no worse... if not BETTER?!  which brings me to your next point... Why G2 have lower max rpm?  Really good question and I've been wondering about this too.  The maximum speed *AND* the compressor maps both look like what I'd normally expect if Garrett had extended the exducers out, but they claim the same inducer and exducer size for the whole range.   If you compare the speed lines between any G and G2 version the G2 speed lines support higher flow for the same compressor speed, kinda giving a pretty clear "better at pumping more air for the same speed" impression. Presumably the exducer includes any extended tip design instead of just the backplate, but nonetheless I'd love to see good pics/measurements of the G2 compressors as everything kinda points to something different about the exducer - specifically that it must be further out from the centerline, which means a lower rpm for the same max tip speed and often also results in higher pressure ratio efficiency, narrower maps, and often actually can result in better spool vs a smaller exducer for the same inducer size... no doubt partly due to the above phenomenon of needing less turbine speed to achieve the same airflow when using a smaller trim. Not sure if this is just camera angle or what, but this kinda looks interesting on the G35 990 compressor tips: Very interested to see what happens when people start testing these, and if we start getting more details about what's different.
    • I know right. It baffled me. There's no way when the engine is off, key is in ignition, (coils are dissconnected aswell), also my sound system was dissconnected (I don't run any audio capacitors), battery reads 12.2v and with the 10amp fuse blown I was measuring 24 to 30v. The reading would move a bit from 30v to 24v which was weird. I took a pic of the multi meter reading 🤣: (This is a brand new single channel digital oscilloscope that also has a multi meter mode).   Before when the fuse was blown, I had one lead on the 12v supply (green/white wires) of that brown relay and the other lead on the negative battery terminal. When I turned the key on ignition (engine off), it would read 30v. Then when I removed that relay from it's plug and tried putting ignition on again, it would read 12v, but I think it's because it can't turn on the ecu now that I removed it. I asked Chatgpt and this is what it had to say:   Not sure if those theories would be possible but, any auto sparkies here? welcome to confirm. 🤷‍♂️  No idea, but if it happens again, atleast I know what type of issue it is, unlike last few months where I didn't know what was causing all my issues and I was just taking stabs in the dark to figure out what type of problem it was. If it does happen again I'm going to investigate futher and trace back the source even more and inspect more circuits. I drove it to work this morning and the car drove and boosted fine. Yeah I was thinking the same, so I've imported my back up saved map (which is the map that I saved when it got done tuning) back onto my haltech with the base fuel pressure set to 43.5psi.
