Get a compression test done to see how the engine is holding up.

That would be your main concern with a car that has done a few kms.

Otherwise, looking at the pics and your descriptions it sounds pretty good. If the compression test comes back good I'd say its worth $11k.

Stuff like the steering wheel, little rust spot and the sketchy paint on top of the doors have to be expected with a 13 year old car. And wont cost much to fix up if you can be bothered.

In my opinion its better to start with a nice base car then modify if you want then get a dodgier already modified one for around the same price. After all, the real value of the car is in the quality of the car itself rather than the mods that are on it.
