R33 Ecu Upgrade

Hi I was just wondering if any one out there has or know anything about a r33 ecu upgrade chip called "Central 20" its something like that. My car came with the standard computer modified with this chip. I wish to know if it is readily programable. Also where do they need to plug the computer in to program these. A guy at my local tuning place said that they could possible reprograme it for me but he said that a what they usually do over in japan is cover the circuit boards in resin after programing to prevent any tampering. I have dismantled the computer and it has no sign of this type of tamper protection. Inside i see the after market chip (a square IC). Do they take this out to program.

The reason I need to know how to change this is that i ran my car on the dyno and turns out that it is running very rich. The guy at the local tuner says the computer would have been set up for jap fuel etc. Also recons that they must have had the boost up high.

My car is all stock except the exhaust and upgraded comp. I need to do something about this cos i only seem to be getting 211 HP which is low considering that a stock as a rock skyline should be round 220HP. Any feed back would be great.

Hmm I guess that no one has heard of this type of upgrade chip. Well can anyone tell me where they normally connect up the computer to change the fuel map etc.
