Well back to what i need to ask is will the poncams in anyones opinion give me the midrange I want or will it take to much out of the top end

what do your IGN maps look like? post them up

just plot them into an excel 20x20 sheet from SETTING, IGN MAP

Is this the 0.86 A/R for the Skyline? Thats actually not bad at all, 16psi by around 3400rpm. Thats VERY good and streetable in my opinion.

You wanna beed up midrange I'd definitely suggest the poncams and a retune, should change the way your car feels and responds drastically.

Boost seems fine. I would suggest some cam gears and a retune would get you some good midrange, but also 260 degree Poncams will give some and not to mention some more top end. Do both and the world is your oyster.

Oh and no need for a surge tank. Ditch that walbro and get a second hand GTR pump or some other pump that will do the job.

Doesnt look laggy to me 16psi by 3400, my stock turbo only makes 10spi at 3000rpm I would have though you should make more power though different dynos though, more boost? how much boost can you run with this turbo?

some cams and cam gears will help.. hks says there good for 1.6 bar..
