Rb20det Into 31 Info For South Australia

gday can anyone tell me what the terms for dropping an rb20det into an r31 in south australia are? i've heard a rumour that you dont need to go through regency or anything other then changing the engine number on the registration because you dont really need to change alot for the conversion so ya dont need an engineers cert is this true or is it bullsh*t?
