I guess they could but I think you would need to replace the headlights then the fenders and bonnet because of the difference in headlights. Not sure about mounting brackets/holes.

mate of mine had an s2 front bar on his s1...

his s1 headlights lipped over the edge a little bit. all you need is the s2 reo with the s2 bar.
