Intercooler

Hi guys I was looking at getting a cooler for my R33 but wasnt sure on the best flow rate. I have seen some which have a low pressure drop of 0.2 @ 15psi and some have a low pressure drop of up to 0.2 @ 22 psi... Im guessing the one at 22psi is more efficient?? Also, is it best to get tube and fin over bar and plate... My mechanic also mentioned that it wasnt worth getting a cooler which costs under $1000, just wondering whats a good price and if they have made that much difference to your cars performance...
