Can I Use Someones Sheet Metal Bender

I was wondering if anyone has a sheet metal bending machine that I could use to make the new rear number plate fit for my R32 GTR.

Use a vice with a rag on the clamps to stop damage. Then bend the number plate right above where its clamp with even pressure.

I don't have a vise either so same question... Can I use someones vice or sheet metal bender?

I only want to bend about 3mm at each end. Will using a vise allow such a small amount?
