Does SEVS compliance look at tint? I thought it was a roadworthy thing?

According to this, yes, it's something which should be checked (and fixed if needed) during the compliance process.

It must be legal...

well my R34 was the test car used by a workshop up in Sydney, so everything had to be 110% done by the book. A team of 2 guys from DOTARS comes out to trawl over the car, and pick "discussion items". The UV glass is definitely legal.
