R33 Gtst Fuse Location And Spark/starter Problem

Hi I had this problem since i bought my R33 - the electric socket of car applications (eg. lighter) never worked. After I read how people open up the panel to install audio system, I found it unplugged and fixed it. However, a while later of using a car charger, I loosen it and it went short circuit with a light noise, like a bang, then socket failed. So I opened up the panel again and try to figure where the fuse is, but i found it no where. does anyone here know the location of the fuse box or something? thanks

btw, my spark/starter is about to die as told, because everytime i start my car the engine gives a cracking noise. is it possible to take it out and rinse it / repair?
