15mm larger ROLLING DIAMETER. Thats 15mm larger than the largest diameter tyre specified by the vehicle manafacturer for that model or vehicle series (I believe this to mean if you have an GTST it goes by the wheel it came with not the GTR wheel for instance even though both R33's), this means 15mm larger when you measure diagonally across the wheel from one outer edge of the tyre to the outer edge of the tyre directly opposite it. Width, same deal but 25mm

But lol if you ever get done for having wheels that are too big, normally you just get done if they protrude past the guards.
