Compliance Plate

I'm looking at a 1990 Skyline and it has a Modification Plate/Blue plate and its got a code L01

is that all it needs to get registered aside from RWC? Getting confused with the green compliance plate

but I searched and L01 is for australian design rule

is that blue plate for different import scheme?
