Whats The Hose Of The Top Of My Turbo For?

hi, i not long have owned my first turbo car (r33) and it has a bigger turbo on it. and for as long as i have had the car i have noticed there is a small brass like fitting with a piece of vacuum hose comming off the turbo... can anyone please tell me what this is for and if it is supposed to be attached to any other lines ect.

It is usually attached to the wastegate actuator, i would simply block it, as the wastegate must be hooked up elsewhere(assuming your not running 70billion psi

so its of no importance then. i take it if your running anything more than stock boost level it is pulled of the actulator? its not blocked or anything. as far as i know it doesnt blow or suck so blocking it might be a good idea??
