yes, you should not be turning the wheels at a standstill unless you can't avoid it. and of course as it placed huge loads on the power steering pump, this places huge load on the engine as it's just idling so it needs to up the revs to stop it from stalling.

ahh k cool. just that i needed to turn them to get my front bar off and the car was on.
