the way the solenoid is setup won't really make a difference. above 4500rpm it will let a TINY bit of air through into the intake, but it wouldn't cause this problem.

take the dump pipe off and have a look at the exhaust wheel, and take the intake pipe off and have a look at the compressor wheel. also pull the cat out and see if it's blocked.

If it was my car, i would be looking at the boost controller first. I doubt its an exhaust blockage, if your car was running 12psi before and you had a smash it wont just magically block it and restrict your boost to 7psi.

Personally, i would disconnect the hose that goes to the wastegate actuator, put a screw in the vacuum line so it doesnt leak and take it for a VERY CAREFUL spin. The car would be running open boost and if you just floor it it will spool up to 20++psi and you will most likely smash the rear wheel off, but you can control boost by throttle position (as you would of noticed during daily driving), so take it for a spin with the gauge connected and see if you can SLOWLY accelerate and get the boost up around 10-12psi. If it spools up fine then its the boost controller...

ok i disconnected the line to the wastegate actuator and boost when up passed the 7psi mark, but soon as i got to bout 8-9psi a loud squeal came in, sounds like belts slipping but my guess is that its a boost leak, that right? since i put my cousins boost controller on and it didnt make a difference i no its not the controller and i no its not the turbo or exhurst so its must be piping for the intercooler or even a dud intercooler???
