This was emailed to the founder of Canberra Cruises so i thought I would pass it on.

To whom it may concern

It is anticipated that joint enforcement activities with the Road Transport Authority (RTA) and Australian Federal Police (AFP) will be conducted during the approaching 2007 formal season to detect illegal operators and defective vehicles at these events. Should you be undertaking any formal hiring’s for the 2007 season you must apply for Restricted Hire Car (RHC) accreditation and for a licence label.

For your convenience we have included details on how you can obtain RHC accreditation and a licence label which will permit you to operate legally.

Furthermore, if you are aware of any illegal operators engaging in formal hiring’s we would appreciate any details you might able to provide us with in order to investigate matters with a view to requiring them to obtain accreditation if applicable.

Restricted Hire Car (Weddings and School Formals)

Step1 – Apply for accreditation and licence

People wishing to operate a Restricted Hire Car will need to become accredited and obtain a restricted hire car licence. This involves:

§ obtaining and completing an application pack for accreditation, and

§ obtaining and completing an application for a Restricted Hire Car licence.

Licence applications and accreditation application packs and instructions on how to complete the packs will be available at:

or alternatively by contacting 6207 1423 or 6207 6259 and requesting the application forms and package in the mail.

It is advised that anyone wanting to become accredited obtains a Police Character Check application form prior to submitting the application package. This form can be obtained electronically the address above. A Police Character Check costs $36.00 and is payable to the Australian Federal Police (AFP) at the time of submission.

A person may operate a restricted hire car service using a vehicle that is registered in another person’s name. In this situation, a statutory declaration, signed by the registered operator of the vehicle, must be attached to the licence application.

The registered operator of the vehicle will be required to declare that:

§ permission is given for the restricted hire car licence applicant to use the vehicle as a restricted hire car,

§ permission is given for the restricted hire car licence label to be attached to the vehicle,

the registered operator will advise Road Transport should the registration of the vehicle be cancelled or transferred to another person, and

the registered operator will remove the restricted hire car licence label from the vehicle should the vehicle’s registration be cancelled or transferred.

Once all application documents and the accreditation application fee of $30.00 have been submitted, and the approved police criminal history check has been forwarded to Road Transport by the AFP, the Road Transport Authority will assess the application for accreditation.

Step 2 – Pay for accreditation and restricted hire car licence

(After the applicant has been advised that the accreditation application has been approved.)

The applicant will bring to Road Transport:

the registration certificate or copy of the certificate;

payment for the accreditation annual fee - $50.00; and

payment for the restricted hire car licence fee - $25.00.

Road Transport will give the newly accredited operator:

an accreditation certificate;

the operator’s “Accepted Service Standards”;

the restricted hire car licence; and

a licence label to be attached to the vehicle’s windscreen.

Correct me if I'm wrong, but I suspect they mean "hiring" i.e. "for a fee" requires the licence... Again correct me if I'm wrong, but I had the distinct impression you guys weren't planning charging for this, were you? I'm pretty sure they can't do anything if you are doing it free. There hasn't been any laws passed that I am aware of that says you can't take your friends, family, friend of a friend, friend of a family member and their partners to a formal without holding a licence.

Defects are a different story though, they can do that either way, licensed or not.

Exactly right. This stuff applies only to people who are openly charging for a formal pick up and drop off.

And again, as LadyB said the defect crews will be out and about. You might get lucky, or you could get an engi cert if you're really desperate.

Perhaps, just to clarify, someone could ring up and find out the specifics and if need be, organise that our convoy will be fee free and let alone for that reason. I can understand the defect thing though.

Defecting at formals is the lowest form of scumbag activity i've ever seen.

What a crock of shit, i mean honestly...

most people are doing a formal run in good faith and its a nice compliment to be asked come formal season. I've done 3 seasons now in the 33 and have never charged anyone. Now people are turning kids down because it could cost them hundreds of dollars to pay off defects and alter cars to have them pass checks... Time and money that has to be spent in early january trying to get it all sorted out. And what are they achieving? Are they out there policing black spots or setting up DUI stops or even just taking those unregistered cars of the road? No... they are revenue raising and targeting "hoons" which they can then notch up in the stat book so that when the papers come sniffing for a story they have something to show them...

I hope that some nimwit in traffic ops at Canberra City station reads these forums. Do something of use instead of wasting everyones time...

Oh and by the way, your new speed cameras are a joke. Half of them are positioned in congested slow zones and the other half are in revenue raising areas with minimal accident statistics. Even the NRMA who usually back everything you do has labelled it as revenue raising and poor management of resources.

hehe, yeh, or someone could scout it out, but in the end, it would stuff the passengers night if no one would go in there cos of the 5-0.

Wihlst my car is engineered, im not gonna even bother cos they will find something to get me with. haha i might even volenteer to work security that night for the function, "going to gaol, going to gaol, going to gaol"
