Flashed Ecu Yes/no?

Hey gus was wondering if this ecu looks like it has been retuned/flashed as I just bought it and just wanted to check (will be going on dyno soon). The chip with the silver tape on it isnt stock is it? I'm not sure i pulled my old one apart and it had two black chips. Any ideas?

i think that mec- number on the silver sticker is the code for the type of chip it is, memory size etc.
