What the hicas lock bar does is stop the rear wheels from turning. The hicas kicks in when you're turning at 80kmh or above. People install it so that they have more control over their car when driving. Usually when it kicks in, the car reacts the way the driver doesn't want it to.

I don't think going over a bumpier road has anything to do with the hicas system?
