How Is This Car Compliable?

This seems to me like a r32 4 dr with a rb25det engine conversion, As I thought the largest engine a 32 came with was a rb25de?

Just wondering how the hell you could comply something like this, since it's a 92, I though DOTARS would take one look at it and say race/rally use only due to the engine? Thought with the new system, can no longer bring in heavily modified cars for road use?

if the pictures on the site are anything to go off its got a rb20det in the engine bay, not a 25.
