I have an old cooler Serck oil cooler which looks in great condition (just dirty), this was given to me so I have never used it. I want to ensure it is safe to use.

Does anyone know who could clean it out and flow test it around Sydney Hills area?

Just get yourself some sort of solvent like shellite and flush out the core and lines. After you do that blow it out with compressed air. The beauty of shellite is that it evaporates completely so your not left with anything inside the core.
