Two-way (or oxidation) converters act only to control CO and HC, and have therefore been abandoned on conventional spark ignition engines in most jurisdictions due to an inability to control NOx.

Reading that, I would think all cats fitted nowdays are 3-way.

Cats are every where, from cheap $300 3" to $600 4" from the US (Metallic substrate, this is a performance forum)

interesting thing i found when i was at a local compliance shop today - on a shelf there were heaps of boxes of metalcat cats...

Whats wrong with metalcat? I thought they were stamped and came with a certificate of certification (if that makes sense). I was gonna get one next week; i think i might have to get an emissions test so i want one that is pretty f**king good.

They'll pass a visual inspection, but not so sure about a proper emissions test. Have you read GuiltToys threads? Some good stuff there.
