Import Duty - Need A Straight Answer

Ok just to get something straight.

Import duty of an imported good is 10% of the FOB cost. If the cost of the item is under $1000 AU do you escape the import duty? Any other hidden costs involved?

Ok never mind, I found some obscure PDF document on the government website that says anything under $1000 AUS is waived import duty. Still have NO idea how the costs structure works for anything above the $1000 threshold though.
