My 34 was imported to nsw complied there used import plate attached there. I had it moved to brisbane, spoke to qld transport, they said the import plate and roadworthy/safety cert are not enough to register the vehicle, I spoke to an engineer about the Lo-3 or Lo-1 mod plate and cert, and he said you don't need it. However Qld transport have asked me to get one so he is doing one anyway. Anyone else have similar experiences?

R34's are complied under a national import scheme governed by federal laws and rules. The only state governed rules it'd have to satisfy is a roadworthiness certificate, and if you have an import approval, a compliance plate and a roadworthy cert issued in QLD, then I'd suggest getting the person behind the counter at QLD transport to ring DOTARS in canberra and check with them. AFAIK that's all you need.

15 year old imports are governed by state law, and as such are a different kettle of fish.
