What Does This Switch Do?

This may seem a dumb question but was looking through my car the other day and was wondering what does the switch do thats on the dash

sort of under the steering wheel it shows it in the manual but the manual is obviously in japanese it has a picture

of two triangles and something in the middle on it,

also is there anyway of telling if your car has been boosted above stock as on my

dash there is some sort of power outlet its like something plugs into it would this

have been for an electronic boost controller or something?

The button is prob for the fog lights ( if you had them installed)

and yes.. sounds like you got some aftermarket parts taken off the car before sale
