If they are at the front, they sound like nolathane caster bushes, a good replacement for the OEM ones that are soft and tend to leak. Alot do have adjustment and they are easy to adjust but I wouldn't. Just take it to a good wheel alignment guy and tell him what you want to do, any alteration to suspension geometry will affect another part and you don't want to scub out your tyres. I doubt it its camber adjustment, if it is you will see above the wheel on the top/outer wishbone joint thingy. Mine is a yellow bush with a weird nut bolt assembly, which is the adjustment.
