If you're talking about the silicon where you use to stop leaks and that then the best way I found to get rid of it was to use a sharp blade. Something similar to those which come in stanley knives. Pretty dangerous to your paint if you don't use it correctly though.

If not that, maybe a heat gun and just trying to rub it off?
