They're a piece of plastic/steel that fills the gap between your wheels and hubs. Nothing interesting to be honest.

They just sit on the hub ready for your wheels to be put on.

Edit: They can be bought from any good tyre/wheel store.

mine were only custon cause i run ssr professors and they have a 79mm ID which is rare to say the least!

spiggots basically let aftermarket rims sit on the HUB as opposed to the bolts

the R32 hub lip that the wheel centres on protrudes 5mm from the mounting face, a 5mm spacer will eliminate this centering lip on the mounting face. this can cause vibration at high speeds etc.
