R34 Gtt: Ecu Light Not Turning On?

If the light on my ECU doesnt turn on, does that mean the ecu is done? My car is a 95' 240sx with the r34 rb25det neo. Everything in the car works, i get spark and fuel, but the motor just turns over and wont fire.

I know its either my ECU or my wiring harness ( paid a place to do the splicing). ALSO, my ECU is from the Stagea or whatever car it is that also came with the RB25det NEO, but the motor is from a skyline. I doubt that has any effect on why it wont start but I wanted to add that.

Anyone have any input? I would really appreciate it!
