If you read the comments on the youtube post, I can't remember which page but one guy claims to be the person in the video, they say that this person advised them they were making a documentary about this issue and those aren't there real cars.

The entire thing is staged AND that particular quote about going fast was a blooper.

Not sure how true it is, but I wouldn't be surprised to see all the footage heavily edited, it's disappointing to see though, just like previous today tonight reports where they really made the interviewee look stupid during the interview by heavily editing and mis-quoting.
