R32 Gtr Shell

Found this on ebay just before. An r32 gtr shell for sale but i dont quite get the first 4 lines on the listing.

This auction is for a R32 GTR Shell in excellent condition. This shell was brought in to the country under old race rally laws before it became compulsory to attend cams events to keep your car. As well as this it is also eligible for a body swap with a damaged or written off vehicle that I already have paperwork for. This means the shell can be registered. To do this the vehicle would have to be assembled as per factory, provide photographs and documentation of all the parts that were unable to be re-used, and where there replacements were bought, just to stop illegal part sales.

Are they talking about rebirthing or something else ??

I'm not sure about the second part (ie "body swap" for another written off car) but the first is not true.

You only need CAMS permission to bring the car in. Once its here you can do whatever you like and sell it to whoever you like - however you can only register it under the various state rally rego rules. If you dont need rego its fine.
