Wot's This For?

In the discussions about maintenance etc we were talking about bleeding, not the hip pocket, but coolant and oil flow to the turbo. Anyway on the turbo interbody adjacent to the oil line banjo there is a small, M10, bolt head. I thought it was a bleed of some sort. When I screwed it out it looked like some sort of needle valve but was very coarse.

Any clues on what this is for???
