Window Woes

Ok, so I was doing some work on a mates car, the window is acting up a little bit... He was saying that sometimes the window wouldn't go up at all, so I took the relay out and had a look at it... Everything looks ok, except one thing, which we'll get into later... All I have witnessed is that the window will go down, but the motor struggles to go up (makes a very fast clicking noise, like when there's not enough voltage to turn the starter motor in the car).

My question is this I spose: Would this half broken whatsit on the board be the cause? It's the orange thing, kinda looks like pacman now...

I tried to take mine out and test it but mine is no longer standard and uses different plugs and wires...
