Bottom line is mate. You can't tell if the tyre is damaged or not without taking it off the rim and inspecting the inner casing. Doesnt matter how qualified you are, its impossible to make an assumption based on the cut shown in the picture. It will cost you less than $30 to get it looked at (around the same price as a puncture repair).
