That was happening on my mate's R33. It had after market front indicator assemblies on the front bar. It turned out that one of the bulbs had a low wattage bulb in one of the front indicators.

The low wattage did not give enough current for the flasher to trigger correctly (it was flashing too fast). Fitted a higher wattage bulb (18 watt) and all fixed.
