(Usually if they cant identify the driver, or its a company car, or if they hate you) Fill in the details on the form, get a Justice of the Peace to witness you signing it, and send it back in. They'll re-issue the fine to a normal amount. I thought of that, and you may well be right Alistair, but a corporate vehicle cops 5 times the individual fine until the driver is identified i.e. $1115.
