Been awhile since i last used japanese. so its alittle rough. i believe its saying

The sticker refers to the date/km your timing belt was done.

IIRC, the Japanese generally do year first, then month then day. I'm a bit rusty but I think H18/6/23 = 23-Jun-2006. And obviously the bottom number is the kms on the clock at the time, ie 96,853km
