My R32 ! Boost Issue

hey guys this would be my first post ! ........i want to ask a quick question i am running a td06 setup with external waste gate forged bottom end and all the bits to go with it in my r32 gtst.......now the problem on the day of mapping using a power fc the tuner could only reach a maximum of 0.5 of a bar when he increased it any further the car would over fuel itself and kill the power making it pointless to go further.....hope you guys are still with me here ..so firstly i got the turbo reconditioned...and its now back with thr tuner and he confirms with me it doing the same
