I don't think the HICAS is like those kind of 4 wheel steering.

You are thinking something like the old Prelude with the 4ws. Those type of 4ws are for parkings and the rear wheels turns marginally.

The HICAS 4ws only shift when you are actually turning corner while travelling. I guess it makes turning a bit easier, but some people don't like it and rather lock it up for track.
