first of all dont go grinding anything around there, with out looking at it in person i would say its part of your suspention.

and second, when you get bigger rims you get a lower profile tyre so that the rolling radius is the same or as close as posible to the factory size. this not only keeps it legal but stops it from mucking up what your spedo says

lol. the 'thing' above your wheel is two things. upper control arm and you can also see part of the upright there. yes you need them. the guy was joking but some people didn't get it....

wheels with a lower offset should clear it.
