Strange question but, I have a 95 r33. Engine comes with VCT, I have cam timing solenoid on the side of the head. The solenoid is leaking oil. My mechanic said to me either I can get a new solenoid and standard inlet timing gear, or I can get and bring into him after market gears and eliminate the VCT solenoid all together.

Can this be done? Furthermore, I have a standard ECU, so i'm not sure.

You need a different inlet cam (people go to a RB20 one) to get rid of the VCT. Aftermarket gears wont go onto the standard inlet cam due to a different bolt design (standard cam uses a single bolt through the centre of it, aftermarket gears use 4 smaller bolts as on the standard exhaust cam). And no, the standard ECU wont like you getting rid of the VCT.

Timing cover = timing belt cover = cambelt timer, all the same shit. Honestly no idea what could make it fail. The knocking noise could be one of the idler or tensioner pulleys getting shagged, or a bolt getting lose on the backing plate, CAS getting screwed, could be a number of things.

dude ur cambelt is probley screwed i mean the cam seals probly buggered to get a a gates racing cam belt aftermarket water pump replace all bearings down there and cam seals and i beat ya it wont make a sound after u do all that well the only sound it should make after that is wooo wwooo wooo (rb idle!)
