New Brake Cylinder Piston Seals

I have just put new seals on my brake master cylinder piston as I found fluid leaking down the booster. I'm no expert on hydraulic systems but I'm fairly sure there was no air left in the cylinder when I fitted it back on the car. Have since attempted to bleed the lines 3 times. Every time resulting in a firm pedal with engine off, and hardly any pedal at all when I turn engine on.

Sound like I still have air in the lines?

Car is a non abs cefiro.

Try getting someone to pump the brakes while the engine is on and listen for vacuum leaks around the MBC
