yeap yeap - it was a factory option I believe.

I think it is (don't quote me) a very rare nismo front chin spoiler for S2 R33s. I am looking, but no-one i asked seems to have it nor have a mould.

if its a factory option you could maybe get one from nissan. if that part is still in production. just need someone whom is really helpful at the parts desk.
