a less time consuming option is just cut that section out and make up a new inner guard and weld it on using something like a trailer guard (pre rolled and lipped) and fill your over fender with expander foam.

You have to do a fair bit of custom work as well with the trailer guards doing it properly and the foam chips away after time and you really should make up some liners to create a barrier as best as possiable.

the lip of the trailer guard will sit on top of the inner lip of the over fender, then it should be seam sealed. there is no way the foam should chip away if done properly. it should be completely sealed.
