R33 Heater Not Working / What Is This Pipe?

Hi, im looking at buying a non turbo r33.

I have been told that the air con works, but the heater doesn't.

In the engine I have seen that this pipe part (circled in the picture) does not connect to anything. Any ideas what it should be connected to?

If its unrelated what could cause this problem?

Also, any ideas how much this would cost to fix?

that is the heater pipe. there should be a hose that comes from the engine to that to alloy coolant to flow through the heater box under the dash to make hot air come out when the heater is turned on.

my guess is that it was disconnect because the heater box under the dash stuffed up and either wouldn't turn of or started to leak
