thanks guys, but why does everyone want to block it off from working?

Usually people block it off/disable it for drifting/race purposes, as the back wheels turning as well as the front can make the car feel unstable in certain conditions and counter-productive to the handling of the car. While some people just don't like the feel of it if they're used to a normal car (but it's pretty hard to notice).

Was on the freeway today, and HICAS turned on, well the light did anyway. I didn't really notice a difference, but does this mean that the rear wheels were activated to turn as well? I know they only turn like 5 degrees

Have you checked your fluid levels?

Could be that they are just low.

the light comes on meaning there is an error of some sort. if it is working properly then the light won't come on. but it doesn't really make that much difference when you are driving.
