Compliancing under the new system is expensive. You have DOTARS to thank for that. It's expensive because to become a RAWS even for a single type of car means the investment of 10's of thousands of dollars (40-80k?).

That outlay must be made back by the RAWS if they ever expect to turn a profit (which seems difficult) and im sorry but it's up to the customers to pony up.

On top of that they have to do some labour for each car and some bits and pieces might be required.
